Mixed Earner Unemployment Compansation (MEUC) Step-by-Step Guide
How to fill out your MEUC application
Mixed Earner Unemployment Compensation (MEUC) is a new federal program for “hybrid workers.” Hybrid workers are people who earn both W-2 wages and self-employment income. MEUC provides an extra $100 per week if you earned an annual net income of at least $5,000 in self-employment work in addition to W-2 wages.
MEUC is NOT available for weeks you got Pandemic Unemployment Assistance (PUA).
Step 1
The easiest way to apply is online. (If you wish to apply by fax or mail, scroll to the very end of this page.)
To apply online, go to the Online Claim System at https://employment.oregon.gov/ocs. Click on the green “Mixed Earner Unemployment (MEUC)” button.

Step 2
Review the Frequently Asked Questions.

Step 3
Answer the questions to see if you can apply for MEUC benefits. Click the blue “Continue” button.
If your answer is “No” to either of these questions, you are NOT eligible for MEUC and will not be able to apply. If your answer to both questions was “YES,” you can apply for MEUC.

Step 4
If your answer to both questions was “YES,” you will be taken to the Sign In page. Sign in by entering your Social Security Number (SSN) and your Personal Identification Number (PIN).

Step 5
Enter your personal information. Include your email address to get updates about your application by email. Please know that this entire form is securely encrypted.
Click the blue “Next” button.

Step 6
Upload proof of your self-employment income. Please note that once you submit this application (by clicking “Submit” in the very last step), you will NOT be able to upload more documents. So make sure you’re uploading the right document(s) here.
Once uploaded, click the blue “Next” button.

Step 7
Complete the certification section and click the blue “Next” button.

Step 8
If you want to go back to the previous screen before submitting, click “Review.” Remember, once you submit your application, you will NOT be able to upload more documents.
If you’re ready to send your MEUC application to the Employment Department, click the blue “Submit” button. You will get an email confirmation if you entered your email address in Step 5. The Employment Department will review your application and determine if you are eligible. After your MEUC application is processed, you will get a determination letter in the mail.
If you are found eligible for MEUC, you will get a $100 benefit for each week you are eligible between December 27, 2020 and September 4, 2021. Benefits will be paid retroactively, meaning you will get benefits or “back pay” for all past weeks you were eligible.
MEUC is only available for weeks you got regular unemployment insurance. It is NOT available for weeks you got Pandemic Unemployment Assistance (PUA).
The $100 MEUC weekly benefit is in addition to the $300 Federal Pandemic Unemployment Compensation (FPUC) benefit.
